Strike Planning and Response Project

Project Overview

This project is important to ensure continuity of business operations, instruction, and research. In addition, the threat of strike places added strain on faculty and staff that oversee areas impacted by a strike. Developing a common framework that can be used across different striking bargaining units will improve awareness and transparency of strike planning and preparedness, thereby making UC Berkeley more resilient.

Problem Statement

There has been a growth in represented employees on the UC Berkeley campus (increased 32% since 2019). With this growth comes an increase in the number of bargaining units and potential for strikes which can disrupt campus operations, instruction, and research. Furthermore, multiple bargaining units could strike at the same time and/or may have different approaches to striking (intermittent, prolonged, etc.). Most of the union contracts are negotiated at the system-level with the Office of the President. However, UC Berkeley needs a sustainable and consistent approach for strike preparedness and response that connects with campus business continuity and emergency response efforts. Depending on the bargaining unit striking, decisions around planning and response can span multiple divisions and departments, which creates confusion, lack of awareness of planning efforts, and potential for redundancies. While the Employee Labor Relations (ELR) team needs to play a key role, they are not responsible for managing disruption to campus operations, instruction, and research. 

Objectives

  • Identify a clear owner of strike response and roles & responsibilities for those involved
  • Identify tiger team to triage
  • Define distinct phases of a Strike (Awareness, Readiness, Response, Conclusion)
  • Develop a common & repeatable strike planning and response framework/playbook that can be used for strike planning and response, regardless of which bargaining unit is involved

Success Metrics

  • Adoption of playbook for multiple strikes
  • Awareness of strike planning for key stakeholders
