Problem Statement
UC Berkeley lacks a robust, transparent, and repeatable process to authorize, procure, and manage controlled substances on campus. There are three different offices involved in the entire end-to-end process which creates communication challenges and accountability issues in the process. There has been a lot of turnover, and institutional knowledge has been lost.
Objectives
- Design/Document/Standardized End-to-End Controlled Substances Process including recommendation for improved tracking
- Define/clarify/document how the Controlled Substances licenses is managed on campus (Schedule 1- Principle Investigator, Schedule 2-5 Campus, OLAC)
- Develop any required Change Management Planning needs - Awareness - Communication - Training as applicable to documented process
Success Metrics
- Transparency to renewing DEA license (Schedule II, III-V research license) for controlled substances and who is involved/accountable by May 2025.
- Defined Roles and Responsibilities, Rules of Engagement, Adherence to Process Maps.
